Redundant WPAD IIS Servers

I am working on implementing DHCP based WPAD configuration. The internet gateway will have two ISA 2006 enterprise servers. I want more than one server to host the wpad.dat file so should one become unavailable, the clients can still access the internet.

What is the best automatic method to provide redundancy for the wpad.dat file? I know the ISA server can serve it up, but the DHCP option 252 just allows one URL to be input.

I don't have a hardware load balancer. Would something like Windows NLB do the task, even if the ISA servers were also hosting the file?
