What is currently available for ISA 2006 to do load balancing with? I see this company who sells ISA 2006 applicances that they sell one with load balancing support. I also know that when EMC bought RainInfinity they stopped carrying the RainConnect product for ISA server all together.

ISA 2006 has integrated support for NLB, so you can use that if you have ISA 2006 EE.

For ISA SE, you'll have to use a 3rd party product.

Tom,
Anyway around the Unicast mode that ISA NLB wants to use? (besides using a hub :)).  Apprently the "network guys" don't want to allow Unicast on the Cisco switches only Multicast.

No, you'll need a dual WAN router in front of the ISA Firewall array for that.
