block external proxy sites

We use our isa 2004 to filter (block) inappropiate sites from our students.   They have have been using external proxies which gives them access to the blocked sites.  Is there anyway to use isa 2004 to stop the use of these sites?

As I see it. having a list of webproxies are a poor solution.
Thousands come and go every single day.
Sure it might help today or the next week or so but with mailing lists with newly created webproxies every single day its not going very far.

Im thinking more along the line of blocking by keyword in the url itself or http content. Like blocking sites having web proxy or free proxy in the title ( not the url.. the title of the site )

Pardon me for jumping in here with a question, but I am alos trying to get the 3rd party proxy issue under control at work. The thing I can't seem to figure out is how they proxies show up in logging. I know users here are using proxies but I'm not seeing them show up in my ISA logs at all, neither by name nor by their assigned computers IP. What am I missing? How and where should these individual show up?
