I would like to publish a farm of two servers, but have the servers run in an active/passive roll.  In other words, I want 100% of the requests to go to server1, but if server1 fails a connectivity verifier test, then I want all of the requests to go to server2.  I do not want ISA to load-balance traffic 50% to each server.  Is this possible with ISA?  If so, how can I set it up?

Don't think so as there is no "load factor" concept to a server farm and it is always split evenly across farm members.
