Dear All:
i need to allow firewall clients only to access the internet, so how can i prevent all users to access the internet if they didn't configure their IE for use the ISA ????

So you want them to be both Webproxy Clients and Firewall Clients.

Use authentication for your outbound rules, that is not to use ALL Users condition, but replace it with users/groups from your AD
