I have been having an issue where a lot of our ISA Firewall Clients are showing up as Disabled (red X on icon).  I *finally* figured out why so I was going to throw it out there in case anyone else was having the same issue.

It turns out that the "Firewall Client 2004" folder under "All Users" had been stripped of all normal user rights.   It only had the Administrators group and SYSTEM.  This prevented the client from reading the settings and left it in a Disable state.  Once I fixed the permissions and reset the computer, it was fine again.   

Looking into it further, I realized that it was only older machines that had the issue.  A while ago we rolled out an older version of the Firewall client, then pulled it back off because of issues with Symantec Antivirus (which appear to have been corrected).  Apparently that older version was the screwed up one and since uninstalling the client doesn't remove the folder, when the new one was installed it kept the same screwed up permissions.
