I had just installed ISA 2006 with single Network for proxy client, everything working fine for Internet Access, but What should I do for Internal Web Servers ? All proxy requests are send to upstream servers in web chaining, Is it possible to create a special rule for internal web servers not send to upstream ?

Yes, but you really should fully install the ISA Firewall, with two or more NICs, so that you get comprehensive protection. Remember that single NIC "hork mode" is not a security solution, and that's it's very simple for the users to bypass.
