Actually i ddin't notice that GFI web monitor4 was slowing down my ISA server. It was limit that ISA 2006 stops connecting yesterday.
I was forced to uninstall ISA 2006 & try  ISA 2004. I did & ISA 2004 worked well with a single access policy only.

Thinking to give a try to ISA 2006 later but nEver to GFI web monitor tool at any rate.
