Dear sir :

Most of clients have Two Way Internet Via Satellite , using iDirect 3100 Broadband Satellite router , these router uses NAT , so all of the network uses Privet IP , my question is :

Can we implemet ISA 2004 with two network cards ?

If yes please give me some details ....

Thank you in advance

Yes, if you don't mind having a Back-to-Back DMZ between the ISA and the Satelite Device.

You will either have to re-address the LAN with a new IP Range or re-address the Satelite Device,...the point is that the ISA has to be different subnets on each side.  The Satelite Device should be the easiest to re-address.
