VPN Clients Receive 10061: Connection Refused when browsing the web (Full Version)

I'm researching this myself as well, but has anyone encountered an issue where VPN clients receive the "10061 Connection Refused" when trying to browse the web. 

Do I need to setup a different network relationship?  I thought about a web chain, but I can't do anything over the internet - no SSH, no telnet, etc.  Internet access is completely shut down.

When monitoring traffic to a website, I see this pattern.  I'm browsing to www.digg.com and I see the following hits in the log -

VPN Clients - Initiate to digg.com
Local Host - Initiate to digg.com
Local Host - Close digg.com
Local Host - Initiate to digg.com
Local Host - Close digg.com
Local Host - Initiate to digg.com
VPN Clients - Failed Connection 10061 connection refused
Local Host - Close digg.com

Is that normal?
