Block Access by Client Agent

Our ISA server just got buried by a ton of http requests from a single external address.   The client agent in the log shows "Web Downloader/7.7" - presumbably software to download an entire web site for offline access.  I put in an access rule to block the address because it was really hitting it hard.  

Is there a way I can setup a rule to block future requests from other addresses by "client agent" value?

You also need to use a network sniffer to get the corrects http headers, if you donīt have it yet.

It's useless, many clients can specify their agent.
