Is there anyway to publish an internal http (port 80) web page externally as https (port 443) ? we have a vendor's provided page that asks for you to login on an http page and we would prefer this to be https externally.

main isa would be 2004, but i do have a isa 2006 box available that i could publish this through also.

Absolutely.  Create the publishing rule as you would normall for an HTTPS web site.  Once you've created the rule, edit the rule and on the properties tab select 'bridging'.  Select the option to redirect requests to HTTP port.
