It's not specific to Comcast.  Now it's a also business ISP (supplied by Cimco) that has no trouble with any other sites.

Well, it's been a year since I posted here, and most users haven't had trouble again until this week.  I have a few new users who are running into the same problem again.

When I ask them for their IP, and to try to connect again, I see the connection, but it simply times out without giving the user any result.

I have all HTTP filtering turned off, and it still won't connect to any site on my server for those few users.

I don't understand...doesn't ISA server run through each rule, looking for a match, and then execute the DENY rule if there's no match?  For the few users I have that can't connect, it never reaches the DENY rule, but doesn't do anything else, either.

Do I need to change DNS?
