I have a rule which allows VPN clients to Internal network for All Users, But I want to create a Deny rule to block VPN connection attempts from External to Internal Network for specific users of Active directory. Even though dial in permission are removed for the users, as a secondary denial approach.

Create a User set of the allowed users
Remove "All Users" from the Access Rule and replace it with the User Set.
