Activesync: How do I specifically allow URL inspection, but deny all else?

Hello - I would really like to allow packets based on filter specification instead of block.  For instance, if I see PocketPC or Smartphone in the URL, let the activesync packet in and dump all others.  Is there any way to do "reverse" filtering?
