Hi,
 
We are running Websense 7.1. Every now and then the ISA server needs to be rebooted in the middle of the day. When you reboot it takes a few minutes for the Websense database to load. During this time users have unfiltered internet, personally i think this is really daft. I changed something in 6.3 so that when you start the server and the database was still loading the internet was disabled.

For the life of me i can't remember what it was. Can someone give me a hint as to what needs to be changed?

found it... Settings >> Network Agent >> Global Settings >> {IP address of NIC}

In the old days you used to have to alter a config file.

Another idea here is to configure Websense to fail closed (by default it fails open).  If the URL databse is unavailable, the ISA firewall will not pass those requests.

For ISA integrated installations, edit the wsmsp.ini file located in \Windows\System32 and set BlockOnFailure to 1. For non-integrated installations you configure the fail close setting in the management console with the other Network Agent settings.
