ISA Server stops responding

Dear ISA gurus!
ISA server stops receiving any connections at some point of time. The ISA itself does not show any alerts. It happens once a day or even more frequently. The Apllication part of the Event log shows

Description:
The number of denied TCP and non-TCP packets per second exceeded the system limit. As a result, ISA Server reduced the number of records of denied packets that are written in the log.  One or many zombie hosts may be attempting an attack against a victim server, but ISA Server policy blocks the attack traffic.  See the product documentation for more information about ISA Server flood resiliency.

I have turned off Flood mitigation globally already and nothing changed.
The number of connections is high because of torrent users wth a number of sessions.
Please help.

There are plenty of specialists here, trust me.    When a post receives no replies it means that none of us have an answer to your question.

This is unusual and unexpected behavior, certainly.  If you've disabled flood mitigation and are still seeing this message, obviously the ISA firewall shouldn't care about this (or at least that's what I think).

Have you tried to identify which host is sending this traffic to the firewall?
