I have the dev guys requesting a webpage be made available to the internet. How would I set this up if the page needs domain credentials to identify the user before the page is displayed?

Easy...when you create the web publishing rule the wizard will ask you which user set the rule should apply to.  You can select 'all authenticated users' or a specific set of users if you wish.  This will enable pre-authentication of users when they request the published web site.  Don't forget to use SSL as you are passing domain credentials over the Internet.
