VPN access policy

I have problem with VPN users connections.
We have AD 2003 where Dial-in permission by default is set to "control access through remote access policy" so whenever a new user needs VPN access we change to Allow Access. In ISA 2004 EE we have created under groups AD users who are added upon request.
Now the problem is a user  was permitted VPN access, when not required we roll back  dial-in permission to default and remove the the user name from groups in ISA. But still the user could connect VPN. The user cannot access internal resource but can go out and access web. How is it possible? is there any rule problem or access policy problem.

We want to all users even previous connected user to be blocked. I want granualur controll through ISA server. Becuase even if dial-in permission is granted ISA server should block the AD users. It should allow only after adding the user into the Groups.

Can any one please help.
