Let me show example instead of explanation.

I have two LAN and two public IP. I want
LAN 1 = 192.168.100.0 access to internet via Public IP 118.103.181.111
LAN 2 = 192.168.101.0 access to internet via Public IP 118.103.181.112

Is it possible?

No, ISA 2004 does not support multiple gateways.
