I just upgraded from ISA 2000 to 2006

I had very simple rules on 2000:
rule 1: deny web access to a specific AD group.
rule 2: allow everything to all

now, same rules on 2006, all anonymous connections, like xerox machine, WSUS server synchro, etc. are denied; is there a way around this?
