When our ISP goes out for a short time interval we have to restart the ISA server to get active sync, outlook anywhere and OWA to work. VPN PPTP in and web browsing out work fine without having to restart the ISA server. Those processes start working as soon as the ISP resolves their problem. OWA from our other 3 ISA server connections continue to work the whole time. Same exchange 2007 server. Any ideas?
