I am going to implement TMG 2010. I want to control bandwidth of end-users i.e. traffic Quota & speed limit.

Traffic Quota: Allow 1 GB traffic in a month (Upload & download)
Speed Limit: Allow 100 KB during office hours & unlimited after office hours

Which software is help me out to accomplish this requirements

We have Bandwidth Splitter installed here and seems to not cause any problems.

How granular can Bandwidth Splitter get?

I.e. could I say always reserve x percent for VPN traffic, then the rest for web traffic?

That's all we need really, don't have requirements such as the OP.
