Published Servers in DMZ

I cannot get any of my non-web published servers to work in the DMZ environment.
The goal is to enable a custom service on port 99 to listen for incoming traffic from External.

Configuration:

ISA 2006 Standard configured with 3 Leg Perimeter
External (Public DHCP Address)
DMZ (Private 10.1.20.0/24)
Internal (Private 10.1.10.0/24)

Network Rules:
External to Perimeter (NAT)
Perimeter to External (NAT)
Local Host to All Networks (Route)

Published Non-WebServer to a DMZ server incoming port 98. Strangely, running diagnostics troubleshooting tool shows as "Allowed". Also changing destination on the listener from DMZ to Internal IP address works just fine.

I am pulling my hairs out trying to figure this one out. Any ideas?
