Is the right-click option to configure HTTP missing in a firewall rule in ISA Server 2004?

Maybe I'm used to working in ISA 2006 and TMG 2010 that I forgot that this option is missing in ISA 2004.

Am I missing something or is this feature removed from ISA Server 2004?

I figured it out. For some reason the web proxy filter was disabled for the HTTP protocol.
