Maybe he is using a webproxy website?
Like http://hidemyass.com ?

We had the same thing in oure school and used an other way.
We block access to all websites and permit using a list.
Some classes or students have free internet access.

Hi.

Create a rule denying access on HTTP and HTTPS protocols from your Internal or Perimeter clients to Domain Name Sets specifying *.facebook.com

You may also use third party program like GFI WebMonitor, that has a comprehensive blocking capabilities, that can block proxy sites, as many as you can imagine.
