Is it possible to define one external IP for NAT clients in a specific internal network, while the other internal NAT clients use another IP?

You can use IP Binder to do this for TCP connections.

Edit: Oops I didn't read carefully enough. Since you want to vary the IP based on source address, TMG can do this without IPBinder

Yes. Create two network rules, specify IP ranges on the Source Networks tab and select different IP address on the NAT Address Selection tab. Both external addresses should belong to the external network adapter.

PS: make sure you have TMG Service Packs installed. This feature is not available in TMG witout service packs.
