ISA 2006 strange rules passing

Hello there.
I worked with isa 2000, 2004 and 2006. I thought I know everything about it but I mistaked :)
I have got some throubles with rule understanding.
I have two rules:
(Up to down)
First rule "Allow" "All outbound traffic" from "Internal" to "External" network for Group "users" from Active Directory.
Second rule "Allow" "http" protocol from "Computer set"(ip range) for "AllUsers".
As result - all packet go throught the First rule and stopped there.
Why are packets go throught the first rule?
And why packets can't proceed go to next folowed rule which Allow passing for it.
