hi guys i have a question what main Access Policies should apply for a small business?

allow internal to external
http https | internal | external | all users

what other ones main Access Policies should i apply?

There is no way for anyone other than you to answer that.

If you were using a "home user NAT-box" instead of an ISA or TMG it would be allowing everything outbound from everyone anonymously. Use that as your frame of reference.

If you are handling DNS properly with an internal DNS then you would allow that machine (and only that machine) to make outbound DNS Queries.

To prevent your IP from getting blacklisted on SPAM systems you would deny SMTP from all internal machines except your internal Mail Server (if you have one).
