We have a reporting server from NextGen on our network that sends data to a URL outside our network and their HQM software utilizes BITS service that uses the local system account. The problem we get from their software trying to send the data through our ISA 2006 proxy/firewall is this:

Error: HTTP/1.1
407 Proxy Authentication Required
You must authenticate with a proxy server before this request can be serviced.
Please logon to your proxy server and then try again.

We have the report server logged onto the domain but we still get that error. I also setup a access rule in ISA that is setup to allow all outbound traffic from that servers IP address to the URL it needs to send to and have added All Users and the local administrator account under the Users tab on the policy and still get the message. Any ideas on how to allow that server to send data through the proxy?
