Why not use IP Reservation in your DHCP server.

In this way, ISA Server can control the machines by their IP Addresses .

I don't know if you have the ISA firewall client installed on the machines in your network, if you do have it installed and the machines are joined to the same domain as ISA Server, then you can control your users by their AD Username.

NOTE: there is no domains in my network
if I have 10 computers the scope of my DHCP must be from 192.168.0.2 to 192.168.0.11 ?
then do the Reservations ?

Hi

Check this : http://technet.microsoft.com/en-us/library/cc779507%28v=ws.10%29.aspx

In this way, the machines will always have the same ip address and will never change, hence, you can control them by IP in ISA Server, and you can rest assure that that policy is being applied to the correct machines IP.
