Block Ping completely

Status: offline 		Hello All.
I use TMG 2010 and I want to write a Rule that Block all Protocol. I write a rule that use specific IP and blocked all outbound protocols but when user "ping google.com", CMD show Google IP but not send and receive any request. How can I block ping complete and CMD can't get Google.com IP?
