How do I set up a tiered level of access control ?

I have been asked to set up a tiered level of access for different groups of users. Level 1 gets destination set 1. Level 2 gets destination set 1 plus destination set 2, level 3 gets all of 1 and 2 plus 3, and so on. I can't find an easy way to add destination sets together, so that they are cumulative, AND THESE SETS ARE LARGE . Is there a way to do this so that I don't have to re-create every destination set from scratch ? Can you combine, or copy destination sets together ?

If you check some of these other threads there are some SQL tools that will help you out with that.
