Adding an IP address breaks destination set.

Has anyone else had this issue? I have setup an allow destitnation set and when I add an IP address to a destination set It Breaks. By it breaks i mean no one that the rule applies to can access anything on the allow rule. It's only when I add an IP. adding domains work fine. The work around I have been using is to use group policy to bypass proxy for IP I want to add.
