We have some users here who keep breaking the internet rules we have.

We want to block them by username using ISA. IS there a way we can do this - ie have a NT global group of excluded users, etc

Within your Access policy/Site and content rules, you can set allow rules which allow or disallow certain sites based by user/group etc. I've only tested this with one user who was doing what your users were trying to do. There's probably another way.
