I have our ISA server using both Basic and digest authenication. But when we sniff the network traffic, (I've changed the password policy to use reversible encryption as well) It seems to only be using basic. Is there a setting that I can change to force the order. Use Digest first and if it does not work then use basic?

If you are in a 2000 domain i would suggest you use digest. Note that this will only work in a 2000 domain. You could also use integrated, this form of authentication is secure, no username or password is sent across the wire at any point. Integrated authentication makes use of Kerbros or the built in Challenge/response authentication protocol.
