Diff Protocol rules and IP Packet Filters

 Can someone tell me what is the difference between Protocol rules and IP Packet Filters?

If I need to config the ISA for the use to access internet, I should set the Protocol rules to allow http out, or set the IP Packet Filters to allow all ports out to port 80?
