Create a "Destination Set". For example, if you want to block google the you would add "*.google.com". The star ( * ) represents everything like "news.google.com" or "groups.google.com" etc.

I am assuming you want to block all your users so create a "Site and Content" rule, select deny, select "deny access based on destination", "specific destination set", select your destination set and that's it.
