Dear every one,
i have implemented each and every step mentioned in below article of Tshnider.
http://isaserver.org/articles/2004pubowartm.html.

The problem i face it that when i give the url from external user browser https://mail.domain.com/exchange the logon page opens and when i give my user id and password it gives error
error 403 in the browser.
when i check the logging of ISA server it says enterprise policy failed to authenticate.
kindly any hint in this regard will be highly appreciated.

Is the ISA firewall array part of the domain?
