My first question. Hopefully the answer will enlighten me to solving other problems.

I have a client who has ws_ftp.

WS_FTP has the error message "Failed to Receive Response AFTER connect."

Makes me think I got out on Port 21 but the response back was blocked?

My test firewall rule is;

Allow All outbound traffic. From Internal Clients. To External.

The FTP client sending me BACK some sort of ACK that the Firewall is blocking?

I needed to ping my server, created the access rule.

So what do you guess the serendipitous result was? FS FTP now works. It needed to ping???

This can't be a good thing to allow.

In the firewall tab of ISA server, right click on the rule for your ftp.

At the bottom of the pop-up menu, select ftp properties.

Alter the state of the read-only box to suit. Note that this affects only this rule.

I have found that using passive mode helps with FTP issues.
