I have upgraded an ISA 2000 Enterprise verison to ISA 2004 Enterprise version. Everything seems to be working fine, except one thing.

I have a list of websites to block. But, when I create the rule to block them, it blocks all HTTP access to every site instead of just the sites I specify. I have tested it with different URL lists and the result is always the same. I have also set the same rule up on standard version of ISA server and it worked fine, so I know the rule is set up correctly.

I would appreciate any helpful feedback.

I figured it out. I had to put proxy settings for 8080 in the secure nat client browsers.
