i have create a rule for blocking any users to internet and is in first position.
before i have create a rule for blocking a list of client (ip) and is in second position.
before i have reboot the server, all users denied access to internet or ping to url
the client have default gateway the server isa
why ?

windows 2003 and sp1 + isa server 2004 std. and sp1

You don't NEED to create a rule to block anyone going to internet using ISA. Just don't configure any access rule and let the default deny rule take care of it.

hi,
i have a 4000 users and 1200 client.
i don't possible allow all, i have necessity to deny 100-200 of these
how to ???

Install firewall clients in workstations you want allow internet access, join ISA to AD if you have one, create an AD group with all the users you want internet access and create an access rule with that AD group in USERS tab.

Second approach if you don't want to install firewall clients. Assign static ips to those users needing internet access, create a computer set with that IP range, place that computer set in FROM tab of an access rule and set the All Users in Users tab.

Actually, there are other steps involved. You should read/understand how to create/manage access rules.
