udp packets getting shot down

I'm tring to get a program that uses udp port 6258, as its host discovery port, to work. So far, I have created rules that allow trafic on this port for send, receive, send receive, and receive send. I have created them in every way that isa allows me to. I can't get isa to allow the traffic out or in. What am I missing?

The log is telling me the following

source network: Internal
source port: 6258
Destination Network: External
Destination Port: usualy random
transport: udp
Action: denied connection

Is this limited subnet broadcast traffic?
