I'm running the release version of ISA 2004 and eveything is working great except I have one VPN user that is having connection problems. He does connect from his home computer but states that it takes anywhere from 10 to 30 minutes to start having access to internal network resources. No one else is having this issue. ISA is showing the following alert when this user connnects:

Hello I have the same problem. Users access to VPN but ISA Server 2004 RC1 logs VPN connection attempt by user ***@**.com from VPN client IP address 213.117.*.* could not be established. The failure is due to error: 0xc0040021. Thank you.
Related to this error, I've found it many times, but the thing was related to the Routing and Remote Access Policies (Remote Access Policies). Somehow, I have to put the first policy with the right Authentication Methods (in my case, the EAP was not select when I have this error). Then, the error disappears.
