We're setting up a Site-2-Site VPN using ISA 2004 and Microsoft RRAS (on the same PC as Stand Alone) in a Tri-Homed setup. In using the ISA VPN wizard I cannot specify the range of internal IP Addresses - I get the error "The Internal network includes IP addresses in the range 192.168.2.200-192.168.2.220. Networks cannot contain IP Addresses that overlap with another network" - I am not using DHCP on my internal network so there should be no overlap..I can setup the same static IP address assignment within RRAS but not via ISA VPN configuration...

You need to exclude the static range from your internal network defined in your networks.
