Status: offline 		The router was a dual WAN port Billion BiGuard 30 with a 7402 and 7300 acting as modems.

The probelm was with the BiGuard and I have since replaced it with a Draytek Vigor 2910 dual WAN router which is working very very well and I recommend it to anyone looking for a dual port router with failover and protocol binding (e.g. can send all FTP traffic via WAN2 and all other traffic via WAN1).

I have used Billion 7402 (not the L model) without any issues so maybe your problem is elsewhere?
