Protocol denied with no rule

I created a protocol to port 5054 and it is being denied, but with no rule specified. Is there a way to determine why it is being blocked?

are you sure you have the protocol type correct ? TCP or UDP ?

If it's being denied, but no rule specified, then you need to think about this differently. The deny rule at the very end kicks in when there are no ALLOW rules that are letting it pass. You need to look at your allow rules, some rule you think should be allowing it, isn't. Hope this helps.
