I use ISA Service Full Release, When I active cache on machin server isa. I have a alert error resource allocation failure

Strange, I am facing the same issue on a Fresh install - SBS 2003 Premium ed, Wins 2003 SP2, ISA2004 SP3, WSUS out-of-the-box.
Keep getting the following error in ISA2004 Alerts - except I have done nothing different to any other ISA2004 installation? 'Alert=Resource allocation failure, Catergory=Firewall Service'

I follw the suggestion - but nothing changes - still receive the same error - do I disable the 'Micosoft Firewall Service' as ISA2004 should run independently?
In my case - installd Wins 2003 server SP2 before running the "Continue Setup" wizard - BAD mistake - of course the intranet and IIS v6 failed to install correctly due to the SP2 patch (it replaced needed files).
Oh well, slipstream SCSI raid drivers and lan adaptern (using nlite) as have no stiffy disks and then reinstall from scratch - what a waste of time
