DashBoard System Performance

I'm new to server 2004 and don't understand what I am seeing in the dashborad/system performance.
Allowed Packets/Sec x 10 has a scale of 0 to 100.
Defines this scale (0 to 100)? I notice that proxy server graph is pegged at 100 some of the time, yet system performance does not seem to be affected. The CPU performance in task manager is not above 4%.

Hi Jolly,

Its just a limit to the max values you can see in the graph. If you open up NetMon, you'll see the packet rates go much MUCH higher (depending on the speed of your connections).
