I don't know if this falls under the same principle as bandwidth policies, however all the same, quota management, I believe, should be an essential element considering the fact that many countries still do not offer reasonably priced unlimited internet traffic thus many still pay per megabyte.
Quotas based on either bandwidth or alloted time that can be reset daily, weekly, monthly, or as necessary. I know other companies offer this feature but the price coupled with the fact the not all the reviews are very flattering would lead me to hope that Microsoft would add this in EE or future versions of ISA

i haven't yet... but currently i'm working in the process (among other things), to figure out if Total Traffic Control, either the isa server addon or the standalone product can account for the lack of bandwidth management in isa 2004. i think it CAN. i'm just not sure, how..... lol. i think i can do things based on ip, not sure if i can do things based on active directory accounts and stuff like that
Quota management for ISA Server 2000/2004 is available in our product TrafficQuota since 2003 year. Recently we have published new version - 2.0 (in beta stage for the moment) with greatly improved quota management. Regarding bandwidth management solution for ISA Server - it will be available this summer (it is already working in our test environment).
